"This is a routing number for a C.D.S.P. Foreign Ministry escrow account. It's currently empty, so any hacking attempt would ultimately be fruitless. Chartering a flight of this kind will probably run you about &#036;G2,400 per flight hour. If your government transfers 150% of the projected cost, the escrow bursar will disburse a compensatory amount based on our receipts and unforeseen costs. The additional 50% will be a retainer against run-over costs, and will be disbursed back to you when our debts are satisfied. I trust that this will be sufficient."

Dukat points his finger at the VIA delegation in a vaguely gun shape. "I'm terribly sorry that your goals were frustrated, ambassador. Perhaps the next time the C.D.S.P. starts an international incident, there will an opportunity to negotiate for more than the lives of your fleet." He mocks firing the gun and winks.

To ambassador Grayson, Dukat shrugs, A military escort isn't a likely option. The Air and Space Force craft aren't taxis, after all, and we have no bases abroad to bother routing regular military flights. We suggest your civilians seek commerical transportation or continue their lives as usual, like 99.9% of the C.D.S.P. population has.

Dukat's phone chirped, and he checked the screen. "Oh, damn. The Muskegine Club seems to have won the national cup. I hate seeing an underdog win."

Mr. Dukat, if I may suggest an alternative. Would it be possible for your government to Sheppard any of our wayward citizens to a location on your borders so that an unarmed detachment of our National Guard may retrieve them. If you would be willing to do so I?ll ask that our Seventh Fleet, which has yet to reach the conflict zone, resume their previous mission to Maxtopia?s coasts and leave your waters unmolested. My delegation asks this because some of our citizens might be unable to be contacted or unable to get a flight.

[/quote]"Ambassador, is there any reason your citizens cannot make their own way to a border? The entirety of our terrestrial territory is unaffected by the conflict, and I see little reason to send our police on a round-up of Osirisian citizens. Which we couldn't track, as we don't keep a master list of our citizens. And does your National Guard generally function in foreign states? Marche Noir is not known for tolerating foreigners, let alone military forces. Brasilistan is unstable. Greater and New Lilliputia are both friendly enough, but a foreign military operation is likely a bridge too far. My geography may be rusty, but Osirisa and the C.D.S.P. share no land border."

?Mr. Ambassador, I wasn?t asking you to drive them, simply to send them in the right direction, preferably one close to the conflict zone. I had thought that someone of your standing would know that in addition to meaning a clergyman, the word ?shepherd? means ?guide?. While we don?t have open diplomatic relations with Marche Noir we do have rather large consulates in Greater and New Lilliputia, both of which house a detachment of Royal Marines and though they may look snazzy in their dress blues I assure you they aren?t for decoration, and the ?government? of Brasilistan couldn?t find their ass with both hands and a map, let alone mount any coherent response to any hypothetical incursion. By the way our National Guard can and does function wherever we tell them to. I offered to send the Guard because I was sure that you?d be uncomfortable with the 3rd Special Warfare Division waiting on your borders, I know I wouldn?t like it. Oh, on a personal note, you don?t hold a census? Why not?? Holding up the cigar he?s been chewing on he asks ? Anyone mind if I smoke this??

The ambassadors depart from their seats and exit the chamber. This meeting was in diplomatic terms, useless and nonproductive and failed utterly to address the real problems caused by the CDSP, namely their indiscriminate use of chemcal weapons causing injury to nnocent bystanders and their false residency in the IDU.

To be sure, the schnauzerlands chancellor will get the incontrovertible information out there and some will be surprised how detailed the visual evidence is.
